Summary

This study by Plexus Energy, commissioned by the African Minigrid Developers Association (AMDA), compares the cost and speed of delivering green minigrids by Kenya’s private and public sectors. Aimed at guiding the Ministry of Energy and Petroleum’s planning under the Integrated National Energy Plan (INEP), the study finds that private developers deliver minigrids faster, more cost-effectively, and with greater customer reach. It recommends that with better CAPEX efficiency, stronger internal rate of return, and faster payback periods, private minigrids can offer a scalable, economically sustainable model for accelerating Kenya’s electrification and optimising subsidy allocation.
